Transition Benefits Analyst
Job Overview
This position will provide the Human Resources Benefits support during the transition of plan sponsorship and administration of multiple, Department of Energy employers’ defined pension, defined contribution and health and welfare plans to a successor contractor. The candidate must provide time sensitive written deliverables related to a Benefit Plan.
Duration
120-day transition period (to begin as determined by client). Specific deliverables will be due prior to the 90-day timeline.
Conditions
This position is for a short term, intensive project that may require extended workdays and workweeks. Transition activities involve three site locations. Candidate may work from a remote location contingent upon the candidate’ s ability to conduct and participate in meetings and interact with multiple teams/organizations across Eastern and Central time zones. Must ensure adequate internet and phone access to participate in conference calls using Microsoft Teams.
The successful candidate is a self-starter, with the ability to review complex requirements, gather data from multiple sources, analyze diverse information and, applying extensive compensation knowledge, develop products to address each deliverable by the stated due date. Must be able to incorporate customer and management feedback quickly and seamlessly into final product.
Specific Deliverables
1. Review/analyze four defined pension plans, one post retiree medical plan; multiple defined contribution plans and health and welfare plans.
2. Establish a structured compliant approach to transfer the plans’ sponsorship and administration from the multiple employers to a single employer. This approach must be outlined in a written benefits plan for customer review and approval.
3. Facilitate the transfer of plans’ sponsorship utilizing sourced Employee Retirement Income Security Act of 1974 (ERISA) consultants, legal counsel, actuaries, and brokers.
4. Prepare a weekly written report that statuses plan sponsor transfer and administration.
5. Prepare senior team members weekly status of progression towards attaining plan sponsorship and administration.
6. Ensure all required plan amendments, summary plan documents /summary of material modifications, participant notifications, and provider/vendor agreements are drafted for review and approved.
7. Ensure compliance with local, state, and federal benefit and health & welfare plan requirements including preparation of reports and application required to be filed with various regulatory agencies.
8. Prepare and present at various town hall meetings an overview of the plans’ structure and plan changes (if applicable)
Required skills/knowledge.
1. Intermediate level technical knowledge of multi and/or multiple employer pension, defined contribution and health and welfare plans.
2. Working knowledge of financial, actuarial, and underwriting management practices for benefit plans
3. Ability to understand and implement the requirements outlined in a DOE RFP Section H clause provision.
4. Ability to follow a defined work plan to complete benefit deliverables and facilitate work processes through the plan sponsors/employers, multiple providers, and ERISA consultants.
5. Working knowledge of Department of Energy Benefit Value Studies and Benefit Cost Study to determine if plan changes are needed.
6. Capacity to design, develop and/or modify benefit programs, policies, and procedures.
7. Working knowledge of Federal Acquisition Regulation (FAR) 31.205-6 and Department of Energy Acquisition Regulation (DEAR) 970.3102-05-6 application to contractor’ s total compensation and benefit systems
8. Provide advice and guidance to senior management regarding compensation challenges.
9. Strong written and verbal communication skills; ability to prepare professional presentations for customer briefings.
10. Ability to coordinate with multiple employers to develop final benefit plan submittal.
11. Strong emphasis on quality and process improvement opportunities
Basic Qualifications:
• Bachelor’ s degree in human resources, Business Administration, Finance, or other related field and seven (7) to nine (9) years of progressive and relevant benefit administration experience
• Proficiency in Microsoft and other standard office software
Preferred Qualifications:
• Certified Employee Benefits Specialist, Certified Benefits Professional or equivalent certification
• Experience with DOE Environmental Management contracts
