Job Description


Manages and supervises the commissioning and startup activities on one or more projects or in a functional role for a global business unit.  Plans and leads commissioning and startup assignments on the project(s).  Overall responsibility for organizing, executing, and coordinating assignments on one or more projects.  Responsible for day-to-day decisions within assigned area or project and makes recommendations to department or project management regarding policy and procedure. 

 

Responsible for the review of project design specifications, documents and drawings and provides recommendation of changes to design so that projects are safe and operable. 

 

Responsible for employee annual performance reviews, evaluations, and career development. May direct startup operations on a project at the jobsite location. 

 

Essential Job Duties:
  • Directs and monitors assigned office or project startup and operations which may include review of design for plant operability, preparation of operations manuals, preparation of specific task procedures and coordination with construction during field check out and pre-commissioning and testing and execution of the startup in the field.
  • Compliance with Functional and Corporate policies and procedures with a particular focus on safety and quality.
  • Directs the formulation of and recommends to departmental management policies, procedures, plans and programs within assigned office or project.
  • Participates in HAZOP, HAZID and 3D Model reviews.
  • Identifies potential Risks to be included in project register and provides mitigation actions.
  • Supervises, coordinates, and reviews the work of assigned engineers.
  • Identifies staffing requirements for both professional staff and craft professionals.
  • Develops backward pass schedules for integration into overall project schedule.
  • Assigns tasks and responsibilities to comply with schedule requirements.
  • Responsible for development of CSU budget proposal that covers the full scope of CSU services required by the project.
  • Prepares or directs the development and issue of contractual deliverables that includes operating manuals, philosophies, and plans.
  • Ensures that work being performed is within scope of services and within budget.
  • Provides input to project management, engineering, and construction to ensure startup requirements are incorporated into project activities, including review of project designs and construction to ensure plant operability and operating personnel safety.
  • Coordinates, as directed, with project management, the startup related engineering, construction, and client activities as an office assignment or during startup, operations, maintenance or testing at the jobsite.
  • Establish, maintain, and develop a strong positive relationship with client counterparts.
  • Reviews and approves key startup methods, procedures, and schedules on assigned project(s).
  • Performs performance reviews for personnel supervised and ensures they receive appropriate technical assistance and on-the-job training for their professional development.
  • Keeps abreast of technological developments and trends in startup and operating services within area of responsibility.

 

Job Knowledge:
  • Extensive technical knowledge of the process, commissioning, startup and initial plant operations including performance testing of a LNG facility.
  • Recent experience on large scale LNG project utilizing APCI technology.
  • Knowledge of engineering systems and calculations, applications of both engineering and startup methods, and knowledge of application of computers to engineering problems. 
  • Extensive knowledge of administrative practices including cost and scheduling.
  • Extensive knowledge of precedents in the startup and operations areas and a broad knowledge of principles and practices of related areas.
  • Broad knowledge of industry and regulatory standards and criteria pertinent to startup, maintenance, operations, or testing.

 

Basic Qualifications / Requirements:
  • Minimum of 10 plus years of experience as a Comissioning/Startup Manager
  • Prior experience of Process Systems pre-commissioning, commissioning and startup of LNG systems/facilities utilizing APCI technology
